Invalid Virtual Machines

Last Thursday our datacenter had a major power outage. We were able to bring everything back online however there are a handful of VMs which are showing up as invalid with no wayt to power them on.

We have 4 clusters running ESXi 5 and invalid machines appear in 2 of them. Each cluster has about 6 hosts all with HA enabled. Each host in the cluster can see the storage for the vms and have all the same networks. There doesn't appear to be any locking going on as far as we can tell. When you attempt to power on a machine it tells you that it "Failed to find a host to power on the virtual machine" and the next line states "The operation is not allowed in the current state". The .vmx files look fine, we've renamed teh .vmxf files, removed the .vswp files and modified the vmx to match, we've restarted services on the hosts, it just doesn't make sense.

Its behaving as if vsphere wants to bounce the machine between hosts but can't seem to find out which host is supposed to be in control of them. In some views we can see the machine switch hosts back and forth.

We are very confused at this point. Any recommendations would be helpful.
